MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF OCTOBER 31, 2005


The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Michèle Miller (Chair), Michael Storch, and Jonathan Sylbert all present.

In attendance for the meeting: Laurily Epstein of the Monterey News

·       The Board met with Director of Operations Maynard Forbes to review Highway Department items, as follows:

o       Tyringham Road: Blacktop
o       Dam inspection

·       The Board met with Town Secretary Melissa Noe to review Town Office items, as follows:

o       Duryea beaver license
o       Town Offices mail boxes
o       Town Counsel: Landowner liability issues in damaging Town property
o       Town Hall basement: Dehumidifier for room with computer server

·       The Board met with Chief Gareth Backhaus to review Police Department items, as follows:

o       State police: Patrols in Town
o       Halloween trick or treat hours: 5 p.m. to 7 p.m.

·       The Board met with Building Commissioner Don Torrico to review building items, as follows:

o       Chapter 148: Collaboration of Building Commissioner and Fire Department; issuance of fines; requirement for Hearings Officer
o       Town Hall basement: Records storage
o       Camp inspections
o       Assessor property cards: Should contain street address, 911 numbers, mailing address
o       Zoning map: For determination of setback requirements

·       It was moved by Miller, seconded by Sylbert, and unanimously voted to appoint Kathleen Wasiuk as an Alternate Member of the Board of Appeals for a five-year term ending June 30, 2010.

·       The Board discussed the Town’s application for a Commonwealth Capital Grant. Miller stated that the Community Development Action Grant is of the highest priority.

·       The Board discussed the appointment of new members to the Town Report Committee. It was unanimously voted to appoint Melissa Noe to the Town Report Committee for a three-year term ending June 30, 2008.

·       The Board discussed addressing a query to the School Committee regarding SBRSD plans for the district’s outlying buildings, specifically, the upgrade and/or replacement of the Monterey School building.

·       Shirley Olds, chair of the Wilson McLaughlin House Committee, was present to recommend the appointment of Nora Hayes to the Committee. It was unanimously voted to appoint Nora Hayes to the Wilson McLaughlin House Committee for a term ending June 30, 2006.

·       The Board met with Town Accountant Barbara Gauthier to discuss budget items. There was discussion of the need for a Special Town Meeting and the possibility of voting on a Proposition 2½ override at the next Annual Town Meeting; these items will be discussed further at the Select Board evening meeting on Fiscal Policy, scheduled for December 19 at 7 p.m.

·       Highway and Treasury Warrants were signed.

·       The clerk was given instructions regarding correspondence.

·       The Minutes of October 24, 2005, were approved as corrected.

·       It was unanimously voted that the meeting be adjourned (12:05 p.m.).
